When I was playing a team with no real budget I would always go buy Lee Bradbury from Portsmouth for the speed.

Marcelo Salas is a very cheap forward at (i think) Uni Catolica
Martin Palmero is at Estiduiantes and Alvaro Recoba at Penarol for around the half million mark

Jean-Pierre Papin was an absolute flying machine if you had just over a million to spend

Jan Koller was avaliable from (i think) one of the Belgian sides as well (possible duplicate?)
