European championship - structure of tournament and randomization

Hi, I tried the european championship and it has 16 teams total (4 groups of 4 teams each).
Arent the real European championships with 24 team divited into 6 groups? Is there a way to edit the tournament structure and the preset teams?

Also, I noticed that the assignment of teams into groups is not randomized: if I stay with the default teams, for instance, Italy is always in group C with Russia, Germany and Czech Replublic. Is there any way to force randomization?
