Sure thing. There are 5 Non-league teams in Hungarian league.
Fill them up with teams which didn t make a spot in the first 16.
Of the top of my head Hungarian league will consist of:
- Complete 12 teams from last season
- Plus top 4 teams from last season s 2nd division
- Non league = place 5, 6, 7, 8, 9 from last season s 2nd division: www.transfermarkt.com/nemzeti-bajnoksag-...b/UN2?saison_id=2015

That would be very subjective, then. You can do that, but I highly recommend to go for 5, 6, 7, 8, 9, to get this done straight forward fair.
(I ve done the same procedure whenever necessary, with all my league files, too)

I m ready with the CSV converter (from my original excel) hurray. And the first team is successfully converted and loaded to SWOES. Now I have two more questions:
1. Is there any rule about the order of teams? It should be alphabetical?
2. Where should I put my national team? If I wrote it to TEAM.080 it would overwrite others work when I would upload it. What is the right procedure?

1. Order of teams is irrelevant (just don t import a league club into a non-league club!)
2. When you have National team ready, use SWOES 1.3, and click on File / Export / Export team . Name that file hungary.TEAM, and upload it. Done!
